On the onset let me begin by wishing you and everyone Jai Shri Ram! What a moment for all of us to witness!! Just splendid. To see something which has not been done in the last 500 years, it truly was magical and once in a lifetime of an opportunity. Thank You PM Modi and the blessings of entire generations gone by…But since the preparations of this event was on its way, I had told a couple of close friends that there will be a section of anti-Bharat forces who try to put a blot on this day of our happiness and it happened! One was the Mira-Bhayander incident reported in Mumbai and one at Millat Nagar of which videos are going viral. I am sure law of and will take its due course but what surprised me was the comments that poured on social media by few journalists about a Facebook status shared by IAS Manisha Patankar Mhaiskar. I mean, what is wrong in what she wrote? for the unknown do read her post on Facebook; she has done nothing but shared her own experience in the individual capacity which she often does. Aren’t bureaucrats not even allowed to display their emotions and ideology now or what; and is she hampering the state while bringing her ideology to work? Anything to oppose the event yesterday. Thank God, they didn’t go and check who was eating non-veg yesterday at every bureaucrats house…
Dilip Dhole as Joint Managing Director-CIDCO
This can happen only in Maharashtra. There are so many instances when a NON-IAS ( I am not saying for promotee’s here) occupies a chair of an IAS. Now understand, why is it not a normal norm for a NON-IAS to occupy a posting meant for an IAS. First and foremost reason is that an IAS officer will never look (very rarely) at ‘making money’ while drafting policies or getting them implemented when it comes to a larger public interest. Second reason is maturity in decision taking when any tom dick and harry calls the bureaucrat to take a decision on the file. An IAS very well knows how to dodge the call and yet get things done meant for the good of the state. A NON-IAS with his tongue out will listen to his Minister or that department’s biggest dalaal and to earn those extra brownie points, will sign anything. Third, very rarely an IAS officer will be seen that he/she are actually harming the state in policy making and making money too, but it is a very rare combination; a NON-IAS who occupies an IAS chair knows how to collect hafta’s from his panwaala’s too…
When do IAS/IPS go a little out of the way? A percentage might do it from the beginning of their careers but a majority of them do when they are nearing their retirement. Now a couple of them (IAS/IPS) who have been serving the state since long and are retiring, are doing a bit here and there. But now that in my eyes is OK. Their entire life is spent without a blot on their career, now if they are doing anything small, I will not turn a blind eye, but yes, I will let it pass as I know for sure that they will not be the one’s to run for a post retirement posting for sure! Now there is another lot, who have spent their lives only conniving to make money and do nothing good for the state. They are either timely punished in the form of notices from enforcement agencies or are kept on transfer on a regular basis by the Government. In my view, whoever it may be, a direct recruit or a state promotee, if he or she is under the lens and are known ‘devils’ of corruption, why is the government protecting them and also awarding them with postings? I don’t have a personal problem with then PA of CM Eknath Shinde and now Joint MD Cidco, Dilip Dhole. But it is a fact that he is under ED lens. He was summoned by the ED for a money laundering case. Now whenever he gets punished won’t it be an embarrassment to the government? Will he not make money there now if he is already a known devil ? Why to trouble MD -Cidco Anil Diggikar as ultimately every blame done by any junior officer comes directly-indirectly on the boss. Dilip has got himself a plum posting which is meant to be for an IAS and mind you, he is a state government employee. Why are senior IAS officers including the Chief Secretary silent and letting it go when so many deserving and side-posted IAS officers, who are much senior to Dhole, are waiting and many of them who are burdened with additional charges? Do you all know one more fact? In CIDCO, many of the HOD’s are way senior to Dhole and already a wave of anti-Dhole has started in the CIDCO. Now as reported earlier, it should not come as a surprise, when this Dhole ‘s wife (again non-IAS) who is in Navi Mumbai Corporation now will be the next Municipal Commissioner at either Panvel or some place in MMR. Why Government why?
Who is this Godse of Mantralaya ?
In Mantralaya, it is not easy to enter and pass your day. The ‘ordinary’ or ‘aam aadmi’ has to stand in queue to take a pass after waiting for hours in line or wait for the Minister to send his PA down to get the visitor in his car and then his entry is not checked. Very few get this treatment. Another way to enter Mantralaya for an ordinary man is if he or she is a frequent visitor of Mantralaya, Home Department issues a daily pass for a period of 6 months but that too with strict verification. Now what I have heard there is this ‘Godse’ who is trying to make big in the Labour-Industry department. What I have also heard is he is an ordinary man who is frequenting Mantralaya these days and the entry is on some weird I-card on which he is allowed in Mantralaya. Mantralaya security, please do a thorough background check of this person. This Godse was associated with a big 4 letter word financial and accounting company but has quit his services and has begun ‘dalaali’ in Mantralaya and is said to be close to a very “Gandhian” IAS officer. Rare combination of Gandhian and Godse to work together these days. If you ever take a round in Mantralaya just talk to any deputy secretary, under secretary or any clerk and see their face going red with the mention of this Godse, so much is his interference. I request the Minister, DCM Fadnavis and CM Eknath Shinde to pay their attention to this department’s tenders.
